This November, Californians have a chance to make a groundbreaking investment that will build affordable homes for veterans, seniors, working families, and more—all without raising taxes. How?
Proposition 1: The Veterans and Affordable Housing Bond Act of 2026. Read on to learn more about Prop 1, and why Habitat for Humanity is urging a YES on Prop 1 this November.
What Is Prop 1?
Prop 1 would authorize $11.25B in bond funding to create the safe, affordable housing Californians so critically need—through proven programs, with strict accountability and no new taxes. Not only does Habitat support Prop 1, but we're joined by a sweeping coalition of fellow housing providers, as well as groups advocating for veterans, seniors, youth, labor, business, community groups, transportation, and more.
Ask any Californian what the state's most pressing issue is, and housing is likely to be right there at the top. But believe it or not, less than 1% of the state's budget goes to housing—an issue that impacts us all so profoundly. Prop 1 is the investment California needs, now.
Who Would Prop 1 Help?
Prop 1 would make a direct impact on a broad community of Californians. Think of the people who educate our children, our first responders, those on the front lines of healthcare—so many who struggle to afford living in the communities they serve. Veterans who have served our country, unable to build stability here at home. Older adults facing housing insecurity. Vulnerable populations for whom a safe, affordable place to call home would make all the difference. This might be you—or it's a family member, friend, colleague, or neighbor. None of us need to look far to find someone fighting to afford the basics. Prop 1 is the investment we need to create housing opportunity that benefits us all.
In addition to CalHome, Prop 1 allocates funds to a variety of programs that support veterans housing, supportive housing, student housing, affordable housing construction, and more.
For Habitat, it means an infusion of funding for CalHome, which has been zeroed out for three years in the state budget—and more importantly, an infusion of opportunity for more people to own homes they can afford.
Prop 1 does not raise taxes! In fact, not only does it not raise taxes, it would unlock federal matching funds for housing we're building in California—investing our federal tax dollars back here at home. Plus, Prop 1 includes strong measures for accountability and transparency, so that voters can know what this investment is building.
The need for housing is rising in our state, and the time to make a real investment is now. We are ready to build, and Californians are ready to change the story of housing in our state.
