Who Qualifies?

If you live in Santa Clara County—whether you own, rent, or operate a home-based daycare—you may be eligible for free lead-based paint removal. See below to learn whether the Lead Safe Homes Program may be right for you.

Main Eligibility Requirements

  • Your home must be located in Santa Clara County.
  • Your home was built before 1978.
  • You live in a residential property with 9 or fewer units.
  • Your home is occupied by a child under 6 years of age or by a pregnant person.
  • Your household income qualifies as "low-income." In the table below, you can see the maximum income according to household size for Santa Clara County.

How to Receive FREE services

Submit an Interest Form

If you've read through the information above and believe you may be eligible for services through the Lead Safe Homes Program, let us know you're interested in applying! Click here to fill out a simple form.

Submit an Application

If we determine you may be eligible for the program based on your interest form, you'll be invited to complete a full application form. This form will need to be accompanied by some required documentation in order to confirm your eligibility for the Lead Safe Homes Program.

Home Inspection

Habitat for Humanity East Bay/Silicon Valley will review your application to confirm that your household meets program requirements and that you are income-eligible. Should you be deemed eligible, Habitat will issue an eligibility letter. At that time, we'll schedule a home inspection with our certified lead paint inspection subcontractor.

Develop a Scope of Work

If we identify lead paint hazards during the home inspection, the property owner will attend a site visit with Habitat's Project Monitor, who will develop the plan to remediate the problem. This plan is known as the Scope of Work. The property owner will review, approve, and sign the Scope of Work, along with a Grant Agreement, so that lead abatement can proceed!

Execution of Lead Abatement Work

After the Scope of Work is determined and agreed upon, Habitat will review and select bids from certified abatement subcontractors.  If required for the work, Habitat will coordinate temporary relocation of your home's occupants. Then, we'll complete the abatement of lead paint hazards in your home!

Project Completion Steps

Once we complete the lead abatement work, our lead paint inspection subcontractor will complete an initial clearance inspection. Then, Habitat's Project Monitor will conduct a final inspection to confirm that the agreed-upon Scope of Work was completed.

After these inspections, the property owner will sign a Notice of Completion. If occupants were temporarily relocated, they will be notified that they may re-occupy the home.

At the conclusion of the project, we would love your feedback! The property owner (and tenants, if applicable) will be asked to complete a client satisfaction survey.

What is the Lead Safe Homes Program?

The Lead Safe Homes Program (LSHP) is a grant program that helps eligible residents of Santa Clara County with lead testing, inspection, and abatement services—free of charge to the property owner. The LSHP is administered by Habitat for Humanity East Bay/Silicon Valley.

What are the general eligibility requirements?

All of the following must be true:

  • The home was built before 1978.
  • The home must be occupied by a household earning a "low income" (see table above).
  • The household includes a child under 6 years of age or a pregnant person.
  • The home is located in Santa Clara County.
  • The home is a residential property consisting of 9 or fewer units.
What services are provided through the LSHP?

Eligible applicants can receive up to $50,000 in services per home, to be applied to lead paint inspection and—should lead paint hazards be found—lead paint abatement. Both owner-occupied homes and tenant-occupied homes may qualify.

Is the LSHP open now for applications?

We are currently in the Pilot Phase of the LSHP, during which we will be able to serve a limited number of residents. Following this phase, we will begin full program implementation. If you are interested in applying, please submit an interest form. Given the limited number of projects to be conducted during this pilot phase, eligible applicants may be added to a waitlist for participation during the full program implementation phase.

Why should I be concerned about possible lead paint in my residence?

The presence of lead paint can be harmful to residents’ health, particularly in older residences where paint may be peeling or chipped. Lead paint can be especially hazardous in homes where young children are present. You can learn more about lead-based health risks at the CDC's website

How do I know if my residence might have lead paint?

If your home or residence was built before 1978, it likely contains lead paint. And if your home was built before 1950, there's a good chance it has significantly higher levels of lead in the paint. If you are eligible for the LSHP, we'll provide a lead paint inspection to determine whether you have lead paint hazards in your home, and how severe they are.

Can I test for lead myself?

To qualify for this program, Habitat and our contracted inspectors must inspect your residence directly using the LSHP guidelines. If you are a participant in the LSHP, this inspection is free of charge.

Does my mobile home, condo, or apartment qualify?

Mobile homes and properties used for short-term rentals (such as AirBnB or VRBO) are not eligible to participate. Condos and apartments are eligible if they are located in Santa Clara County, built before 1978, and have 9 or fewer units.

Do I need to own my home to be eligible for the LSHP?

Both renter-occupied and owner-occupied properties are eligible to apply to the Lead Safe Homes Program. Those eligible to apply include tenants who are renting their home and homeowners who own and live in their own home.

I'm a renter who is interested in the LSHP. Do I need my landlord's consent?

If you are a renter, you may submit the Interest Form, which determines initial eligibility, but you must include the contact information for your landlord/property owner. If the Program determines you are eligible for services, we will need to obtain the consent from your landlord/property owner to participate.

What are the benefits of participating in the LSHP?

By participating in the LSHP, you can rest easy knowing your home is safe from lead paint hazards—at no cost to you. As an LSHP participant, you can expect:

  • Free lead-paint inspection and risk assessment testing of interior/exterior
  • Health education on lead poisoning prevention
  • Complete project management services by the Habitat team to coordinate scope of work
    preparation, subcontractor selection, payment of invoices, and project monitoring
  • Abatement and/or repair of identified lead-paint hazards in your home by licensed and
    certified contractors (eligible work will be dependent on property type)
  • Temporary relocation expenses if necessary, subject to program terms
  • Post-work final clearance inspection and project close-out
Does the LSHP offer relocation assistance?

The LSHP offers temporary relocation assistance to eligible program participants, in the event that relocation is necessary for lead abatement work. Habitat will review the scope of work to determine if you're eligible to be relocated temporarily. Funding assistance may include temporary relocation costs to an approved hotel/motel, meals and incidentals, and pet boarding.

  • General Contractors: Must hold a CDPH Lead Certification.

  • Abatement work requires EPA Firm Certification, trained/certified workers, and adherence to all lead-safe procedures (PPE, containment, safe work practices).
